The project is located on Dongchang Island, Vientiane City, Lao People's Democratic Republic, with Vientiane City in the east, Mekong River in the west, and Nong Khai Province in Thailand on the other side of the river. The total height of the building is 70 meters. It is mainly used for the reception of the ASEAN 10+3 Prime Minister Meeting in 2004, and the hotel project is the first high-rise building in Laos.

The project successfully completed the reception task of the 10th ASEAN Summit in 2004, and was highly appraised by the high-level governments of China, Laos and Malaysia. And won the Lao National Development Medal personally awarded by the Deputy Prime Minister of Laos. At present, the hotel has become a landmark building in Laos.
